According to the State Department’s annual terrorism report, the government in Havana continues to support the terrorist Colombia’s Revolutionary Armed Forces (FARC).[1] While the FARC have been weakened, it is premature to assume that they have been defeated. Throughout the past two years of peace talks in Havana, the FARC has continued to kidnap and kill Colombian civilians and military alike. FARC strongholds still exist throughout the country, and it is widely known that they have sanctuary just across the border in Venezuela. Considering that the FARC has relationships with Islamist terrorist organizations, has murdered a quarter-million Colombians, and has established drug trafficking networks spanning the globe, the threat that it poses is obvious.

What I can say, after watching multiple peace processes in Central America and West Africa, that almost every armed group that has negotiated an end to a conflict have maintained clandestine armed structures and logistical pipelines that almost immediately morph into criminal enterprises. This was true of the Sandinistas and the Contras in Nicaragua; the FMLN and far right groups in El Salvador; the RUF in Sierra Leone; and the paramilitary structure of Charles Taylor in Liberia. One would have to extremely naïve to believe that the FARC, which as existed for almost 50 years as a subversive, clandestine organization already deeply involved in criminal enterprises, will not do exactly the same thing. This will present an enormous danger to Colombia, its neighbors and the United States.

For instance, he should have a plan for helping Colombia defeat FARC, helping Peru shut down the Shining Path guerrilla, and combating the large drug cartels that have set up shop in Mexico. In each of these cases, the violence of the terrorists or narco-terrorist groups spills over the borders and into other countries. A Republican presidential candidate who wants to be seen as forward thinking and dynamic will put these groups on notice and have a plan in place to weaken or destroy them.

Incredibly, Cuba is not on the list of countries that are designated as terrorist states, but now The State Department has taken it upon itself to review the countries “terror designation.”

Last week, Secretary of State John Kerry passed through Bogotá, where he re-affirmed the strong U.S.-Colombia bilateral relationship and the Obama administration’s support for peace negotiations between the Colombian government and the narco-terrorist Fuerzas Armadas Revolucionarias de Colombia (FARC), who have wreaked havoc on the country for some five decades. Both Kerry and Colombian President Juan Manuel Santos said all the expected things about how everyone supports peace, but the unmistakable elephant in the room was that, two years on, the Colombian people’s confidence that the talks can achieve any meaningful solution is declining.

It’s hard to ignore the possibility that Cuba and the FARC are toying with the president’s ego.

Fifteen months ago, Santos was saying he was amenable to granting unelected guerrilla leaders seats in Congress. He has become enough of a tool to destroy democracy in the process.

Meanwhile, personal grudges and the desire for revenge have meant that terrorists – now named “defenders of human rights” – have been active countries throughout the region. In Guatemala, despite the prevailing peace established in 1996, former guerillas, now occupying all public institutions, are challenging the logic and common sense of previous legal judgements.


The most striking case is their attempt to challenge the reality of the 1980 burning of the Spanish embassy.  Conscience and shame have their price. Proof of that is the NGO business of human rights, maintained with millions of dollars of international donations, and based on violence, misery and betrayal.  But it’s Colombia that has set the best example for Latin America, with the march of thousands against negotiations with the FARC terrorists. Ordinary citizens showed that they won’t tolerate the offer of impunity for FARC,  through which the guerillas are hoping to avoid paying for crimes.

The resumed FARC peace talks are again stalled by the popular opposition to amnesty for FARC leaders. This is becoming a major problem as FARC is adamant about how essential it is for there to be more amnesty for FARC leaders and veteran fighters. Most Colombians, especially the many victims of FARC, insist that FARC members answer for their crimes. If this were done a lot of the FARC members could be subject to prosecution and are not about to surrender and disarm to face that.

Many rebels are willing to end the decades of violence and disarm, but many in the leadership are subject to prosecution for the crimes (murder, rape, kidnapping and sundry acts of violence and theft) they have committed during their years with FARC.

Many Colombians are willing to let the war (which the leftist rebels have been losing for the past decade) go on rather than let so many of the rebels “get away with murder.” Until this issue is revolved the peace talks are, in effect, stalled.

The military leaders believe that it the negotiations deadlocked the leftist rebels could be crushed by force, but this would cause thousands of casualties among the security forces and the civilian population. That approach could last another five or ten years before the leftists were reduced to the status of “nuisance” (like some violent European leftists now are).

But democrats and peace loving people should understand that the core leaders of the FARC do not want peace but impose their will through wathever means they have at their disposal. Negociators should make sure the FARC are defanged in any peace agreement, as they and their cuban allies will try to preserve their capacity to rebound after "peace" is signed.

Nobody wants "peace" if this enables the FARC to survive in another disguise. Of course the dificulty is that the FARC are far from dumb. They have been weakened but will not accept to sign an agreement which gives the democratic colombian government a definitive upper hand, unless forced to sign it.
